Good question - generally speaking, there's a very wide gap between what the Japanese expect "women", as opposed to "foreign women" to be like. There's a notion of "things are different out there" which is used to excuse many attitudes in Japan, and Cap. Marvel will probably be very quickly allocated to that same category ;)
